Here are practical steps platforms, regulators, and civil society can take:

– Standardize reporting metrics: publish reports, unique pieces, duplicates, and confirmed-CSAM rates. Clear labels reduce confusion.

– Fund joint research: share anonymized datasets with vetted researchers and NCMEC to improve detection models without exposing victims.

– Improve parental and user controls: give caregivers clearer, reversible levers and better alerts tied to concrete behaviors.

– Coordinate with law enforcement: align reporting thresholds so NCMEC receives higher-quality leads and police get actionable signals faster.

– Audit moderation for bias and false positives: commission third-party audits to measure precision and recall of detection systems.

Human costs, empathy, and responsibility

What trade-offs will citizens tolerate?

We should not say No to action—No to complacency—and we should press for better data, clearer standards, and stronger partnerships between platforms, NCMEC, and law enforcement. Companies should keep improving detection and disclosure. Regulators should set measurable expectations. Families should get tools they can actually use. That combination gives us the best chance of protecting children while keeping innovation alive.
